ગુજરાતી સાહિત્ય ફોરમ ‘ દ્વારા આયોજિત વક્તવ્ય ‘ ગુજરાત મા મહિલા સશક્તિકરણ‘ ના મોડરેટર હતા વિભૂતિ પટેલ અને સાથે ચચો માં ભાગ લેનાર ગયા પ્રોફેસર દિપાલી ઘેલાણી, નેહા શાહ અને યજ્ઞા પરમાર.
મુખ્યત્વે પાંચ પાસાઓ સામાજિક, શૈક્ષણિક, આર્થિક, રાજકીય અને માનસિક પર ધ્યાન કેન્દ્રિત કર્યું. ચચો નો દોર હાથમાં લેતા વિભૂતિ બહેન, સશક્તિકરણ એટલે શું? એ શબ્દ પ્રયોગ આવ્યો કયાંથી તે વિશે માહિતગાર કરતા જણાવ્યું કે ૧૯૭૦ ના દાયકામાં લેટિન અમેરિકા ના દેશો મા સરમુખત્યાર શાહી પ્રવેતતી હતી, ખેડૂતો ને બંદૂક ની ગોળી એ નશીલા પદાર્થોની ખેતી કરવા દબાણ થયું, જો અનાજ, ફળ , શાકભાજી ઉગાડશો, તો મારી. નાંખવાની ધમકી અપાતી, તેવે. વખતે બે શિક્ષકો એ સાક્ષરતા અપાવવા અભિયાન ચલાવ્યું . ખેડૂતો ને સમજાવ્યા સરકારની ખોટી નિતીને કારણે તમે ગરીબી મા સડો છો , પણ તમે સાથે મળીને અવાજ ઉઠવશો તો. સફળતા મળશે, એકલા વિરોધ કરશો તો તમને મારી નાખશે. પરિસ્થિતિ ને સમજો ને બધા સાથે મળીને , એક ને એક અગિયાર ની થીયેરી પ્રમાણે ચાલશો તો સફળ થશો.આમ સાથે મળીને વિરોધ દશોવવાને સશક્તિકરણ કહેવાય.
ઓગણીસમી સદીમાં ભારતના ગુજરાત માં કવિ નમેદે સૌથી પહેલા બાળ વિધવા સ્ત્રીઓ ની દયનીય સ્થિતિ વિશે પ્રકાશ પાડ્યો. સ્ત્રીઓ સંગઠિત થઇને બહાર આવી ને સમાજ સમક્ષ પુનઃ લગ્ન કરવાની પણ વાત મૂકી. જીવન પોતાની રીતે જીવવાનું બળ મેળવ્યું.નમેદનો ફાળો સમાજ સુધારક તરીકે મોટો ગણી શકાય . ઓગણીસમી સદીનીનવજાગરણ પ્રક્રિયા માં સ્સ્ત્રીઓ સંગઠિત થઇને આથિેક, સામાજિક, શૈક્ષણિક,રાજકીય અને માનસિક સ્તરે વિકાસ પામી . પોતાની આગવી ઓળખ ઉભી કરી. કેટલીક પગભર પણ થઈ. સતત વીસમી સદીમાં પણ નવજાગરણ ના ઓજાર હેઠળ મહિલા અબળા માંથી સબળા બની. આને આપણે મહિલા સશક્તિકરણ કહીશું.
આઝાદી ની ચળવળ દરમિયાન ગાંધીજી ની વાનર સેના કહેવાયા, એવા મૃદુલા સારાભાઈ, ઉષા મહેતા અને કમળાબેન પટેલે ગુજરાત માં નારી આધુનિકરણ ની વાત કરી. પહેલીવાર મહિલા આકાશમાં ઉંચે ઉડવાનું વિચારવા માંડ્યું. જલિયાંવાલા બાગ હત્યાકાંડની વિરુદ્ધ માં હજારો ની સંખ્યા માં સ્ત્રીઓ સંગઠિત થઇને રસ્તા પર આવી ને જાહેર જીવનમાં સક્રિય થઈ.લગભગ ૫૦૦૦ વષે ની સંસ્કૃતિ માં પહેલીવાર મહિલાઓ એ જાહેરમાં વિરોધ નોંધાવ્યો ને આઝાદી પહેલાં મહિલા સશક્તિકરણ ની શરુઆત થઈ. મહિલા સશક્તિકરણ એ કોઈ ધટના નથી પણ સતત ચાલતી પ્રક્રિયા છે.
આઝાદી પછી નહેરુ જી એ મૃદુલા સારાભાઈ ,ઉષા મહેતા અને કમળાબહેન પટેલ ને મંત્રીમંડળમાં જોડાવાનું આમંત્રણ આપ્યું, ત્યારે તેમણે પદનો અસ્વીકાર કરી નહેરુજીને મહિલા ના કલ્યાણ માટે સામાજિક કલ્યાણ યોજના નો સમાવેશ કરવાનુ જણાવ્યું, તેમની વિનંતી ધ્યાનમાં લઇ, સરકારે તે યોજના હાથ પર લીધી . જેના ફળ આપણી પેઢી ને ચાખવા મળી રહ્યા છે.
સાહિત્ય ક્ષેત્રે વષોબેન અડાલજા, કુંદનિકા કાપડિયા જેવા એ નારી ના શમણાં ને વાચા આપી ને સામુહિક રીતે સશક્તિકરણ ને વેગ આપવા પ્રયત્ન કર્યો.
આઝાદી પછી ગુજરાતમાં આથિેક, સામાજિક, રાજકીય, આરોગ્ય ને માનસિક રીતે મહિલા ની સ્થિતિ માં ઉત્તરોત્તર પ્રગતિ થતી રહી છે, તે નેહા બહેને ડેટા ચાટે દ્વારા વિસ્તૃત માહિતી આપી. તેમણે જણાવ્યું કે સ્ત્રીઓ પોતાના નિર્ણય જાતે લઈ શકે ને સ્વમાનભેર જીવી શકે કે માટે આથિેકરીતે સધ્ધર કરવી પડે, ને સાથે સાથે આરોગ્ય પ્રત્યે સભાન કરવી પડે. નેહા બહેને ખૂબ સરળ રીતે વાત સમજાવી.
શિક્ષણ ક્ષેત્રે માહિતી આપતા જણાવ્યું પ્રાથમિક શિક્ષણ લગભગ ૧૦૦% છે.માધ્મિક અને ઉચ્ચ માધ્યમિક માં ટકાવારી ઘણી નીચી છે. ઉચ્ચ શિક્ષણ ના મામલે તો ગુજરાત નો ક્મ ૩૨ નો છે. ગુજરાત સમૃદ્ધ રાજ્ય હોવા છતાં શિક્ષણ ના મામલે ઘણું પાછળ છે. આમાં માળખાકીય સુવિધાઓ નો અભાવ મુખ્ય કારણ કહી શકાય.
આથિેક સ્તરે લગભગ ૫૦% સધ્દધ મહિલા ઓ છે. જેમાં ઘર માલિકી ને જમીન માલિકી નો દર નીચો છે. ઔદ્યોગિક વિકાસ મા તકોછે પણ પણ તેમા વિકાસ સાધી નથી શકી, જેના કારણમાં ઉધોગ સાહસિકતાને અભાવ કહી શકાય.
સામાજિક પરિસ્થિતિ માં ઘણો સુધારો છે. જાતિ દર ઘટી રહ્યો છે. છેલ્લા આંકડા મુજબ ૧૦૦૦ --૯૬૫. કહી શકાય. બીજા રાજ્યો કર્યા ગુનાખોરી , બળાત્કાર નો દર ઓછો છે.
મહિલા ઓ રાજકીય ક્ષેત્રે પણ્ ભાગીદારી નોંધાવી રહી છે . મતદાન પ્રત્યે પણ જાગ્રત થતી જાય છે. મતદાનની ટકાવારી મા પણ નોંધપાત્ર વધારો થયો છે . નેહા બહેને જે રીતે માહિતગાર કર્યા કે માટે તેમનો આભાર માનવો જ રહ્યો.
ગુજરાત ના જુદા જુદા શહેરોમાં પણ સામાજિક સંસ્થાઓ દ્વારા મહિલા સશક્તિકરણ માટે નોંધપાત્ર કાયે થાય છે. વડોદરા સ્થિત દિપાલી બહેન, લગભગ ૩૦ વર્ષ થી સંસ્થા ચલાવતા દિપાલી બહેને માહિતી આપતા જણાવ્યું મહિલા સશક્તિકરણ માટે ગુજરાત મા દરેક ક્ષેત્રમાં ગવેમેન્ટ ની યોજના ઓ છે. હિંસા ને અન્યાય સામેના સંઘર્ષ મા સહાય કરે છે.કાનૂની સલાહ પણ પૂરી પાડે છે.ટૂંકમાં બહેનોના પ્રશ્નો સમજી માગેદશેન આપે છે.
શાળા કિશોરીઓને પણ સેમિનાર, મેળાવડા દ્વારા યોગ્ય માર્ગદર્શન આપે છે. જુદા જુદા projects
જેવા કે યુવા નેતૃત્વ તાલીમ, મંથન યુવા કેન્દ્ર, મારી શોધયાત્રા, બચત યોજના વિ. દ્વારા પણ માગેદશેન આપવામાં આવે છે. સહિયર પ્રકાશનો દ્વારા પણ જાગ્રત કરવાનો પ્રયત્ન થાય છે.
યજ્ઞાબહેન, તે પણ અલગ અલગ કાર્યક્રમો દ્વારા મહિલા સશક્તિકરણ માટે મહત્વની કામગીરી બજાવે છે . તેમના કાર્યક્રમો મા મુખ્યત્વે બોલ કિશોરી , કિશોરી મેળો, આરોગ્ય અને લિંગભેદ તાલીમ, અંધશ્રધ્ધા વિરોધી કાયે શાળા, કમ્પ્યુટર વગેરે, ફોટોગ્રાફી પ્રદશેન વિ.આવરી લેવાયા છે .
વિભૂતિ બહેન, નેહા બહેન, દિપાલી બહેન, યજ્ઞા બહેને તેમના વક્તવ્યેથીનવો જ દષ્ટિકોણ આપ્યો. ખૂબ ખૂબ આભાર આપ સૌનો.

Dr. Neha shah is an associate professor with L J Institute of Management Studies, Ahmedabad. She is teaching economics and related subjects to the commerce and management students for last 28 years.
She is also actively engaged in research. Her research interests are development issues like micro finance, employment, social security, human development and gender issues. She has contributed on education and health aspects in the Human development reports prepared for tribal in Gujarat as well as Sabarkantha districts. She has also worked as a research consultant for SEWA union.
Dr. Neha was writing a fortnightly column on gender and economic issues in Gujarati daily ‘Divya Bhaskar’ from July 2016 to May 2018.
Besides academics, she is also actively involved in curetting a cultural space in Ahmedabad called ‘Scrapeyard – the theater’
Yagna has a Master’s degree in Social Work in which she topped her university course. She has also done a Post Graduate Diploma in career counselling and has developed a career fair program for girls and youth from the deprived section. She has contributed to the issues of women and girls for the last 14 years. Her dedication and hard work has resulted in her rising from a Junior Social Worker to the level of Projects Director in Vacha. She is currently a Director of Vacha Resource Centre for Women and Girls - a project of Vacha Charitable Trust. Her role involves project management, monitoring the project execution, strategic planning, fund raising and Donor management.
Dr. Vibhuti Patel (Ph. D. Economics) worked as Professor, Advanced Centre for Women's Studies, School of Development Studies, Tata Institute of Social Sciences, Mumbai from 1st July 2017 to 30th June 2020 under the Reemployment Programme of the Tata Trust. She retired from SNDT Women’s University, Mumbai where she was employed from October 2004 to June 2017.
Prof. Vibhuti Patel is Ph.D. in Economics, University of Mumbai. She was awarded Visiting Fellowship to the London School of Economics and Political Science from Association of Commonwealth Universities, UK in 1992-93.
She has authored and co-authored 12 books; edited and co-edited 9 books and contributed over 100 papers as chapters in various books edited by others. She has also authored and co-authored 34 research monographs and reports. Her research papers, comments, commentaries, and reviews have been published in the national as well as international academic journals.
Currently, she is board member of School of Gender and Development Studies of Indira Gandhi Open University (IGNOU). She is Governing Board member of Centre for Social Studies (Surat) and Gandhi Shikshan Bhavan (Mumbai) and Maniben Nanavati College for Women (Mumbai). She is an expert committee member of Academic Advisory Board of Indian Institute of Culture, Mumbai.
